The memorandum highlights the following key demands:
Urban Infrastructure, Tourism and Connectivity
Aviation excellence: Expansion to 4C category, full operationalization of ILS/NLS systems.
Establishment of an ISBT with a multi-modal skywalk and a “Transit Mall.”
Construction of a 140 km outer ring road named the “Steel Corridor,” defining the rural boundary areas.
Introduction of Metro-Lite/Tram corridors within the city along with smart last-mile connectivity.
Railway Strengthening
Establishment of a Rourkela Railway Division Headquarters under the East Coast Railway (ECoR).
Development of a new Rourkela City Station with a strategic new rail terminal plan.
Heritage and Riverfront Development
Development of a complete riverfront corridor and embankment ring road.
Promotion of water-based tourism zones.
Development of Vedvyas as a Heritage City, modeled after the Triveni Sangam of Kashi Vishwanath.
Integrated riverfront development along the banks of the Shankh, Koel, and Brahmani rivers with riverside roads.
Industrial and Economic Boost
Downstream steel and specialty metals park, including silicon steel and tin plate production.
Establishment of a “Make in India” rail hub, including a Vande Bharat coach unit and a national RDSO center.
Setting up of an L&T Defence Research and Development Centre.
Promotion of textile and electronics sectors.
Implementation of the MSME Technology Centre approved by the Cabinet Committee on Economic Affairs (CCEA) on November 5, 2019, for Rourkela.
Education and Knowledge Corridor
PPP model expansion at National Institute of Technology Rourkela.
Satellite campuses of IISER and NISER.
Establishment of Rourkela Industrial Design Institute and NIFT Rourkela (focused on tribal textiles).
Setting up of a State University and a regional campus of a Central University in Rourkela.
Establishment of an Institute of Hotel Management (IHM) and a world-class CTTC headquarters.
Creation of a Sports University leveraging Rourkela’s hockey heritage.
The association described this as an ambitious and well-structured vision for the transformation of Rourkela. Entering 2026, they stated that the city is uniquely positioned to transition from an industrial hub to a modern metropolitan center.
This demand was voiced by Engineers Chitta Baral, Nalini Dhal, Supratik Mishra, and Bimal Bishi on behalf of the association.
